BALI, Indonesia, Dec. 05 (QNA) - the Minister of State for Foreign Affairs Sultan bin Saad Al Muraikhi said that the State of Qatar pays great attention to building a comprehensive state since long time ago, by working hard to develop its educational, economic, social and cultural policies, and its policy is oriented towards a state based on the rights of citizenship for all its citizens and non-discrimination between them, and push for more comprehensive development and strengthen the bonds of social integration between all members of society and its various groups.
His Excellency said in a speech during the session entitled "Moving towards building a comprehensive state" at the 12th Bali Forum for Democracy, that all of this was strengthened steadily, with the start of the crisis of the unjust siege on the State of Qatar, where the entire Qatari people stand together in the face of the challenges imposed by the siege on all Levels.
HE added: "It is no secret to us the important role of the state in achieving the concept of inclusiveness in societies, whether in the areas of economy and development or political participation and decision-making." He said that the process of building and actively participating in public space, including the integration of persons who may be excluded or marginalized in the society for various reasons, such as women, minorities and persons with special needs.
HE Sultan bin Saad Al Muraikhi stressed the importance of public policies in building a comprehensive state, social integration and citizenship, as the state is the most important actor in society and the most capable of playing a pivotal role in this process through the great potential and the material and moral authority it has.
He said that public policies´ function is to achieve the goals of inclusion through a number of tools available to the state, such as education, media, political participation, social welfare programs, cultural programs, economic and development policies and other areas of the state´s intervention in empowering society - in all categories – in all rights and building a "state Citizenship”, and achieve the values of equality and solidarity among all members of society.
The Minister of State for Foreign Affairs pointed out that a pattern of the state has been established during the past decades in a large number of third world countries in particular, based on "discrimination and exclusion" as a tool of governance by a dominant political and economic elite, working to dismantle society and its links and isolate groups of the population in a systematic discrimination between citizens, and employing political sectarianism based on race, religion, or language as a tool of governance and domination.
HE pointed out that "After decades of practices against inclusiveness, citizenship and integration, most of these countries have ended in failure and collapse.
HE expressed his gratitude and appreciation for the efforts of the sponsors of this forum, stressing that the State of Qatar is willing to continue cooperating and coordinating with the member countries to achieve more of these gains, in benefit of our states and people.
